Binance was used for trading in Iran around two years ago. After some time, Binance warned Iranians to withdraw their money, and since then Iranians cannot trade in Binance. It is said with authentication from another country like Turkey, they can trade.
So the freelancer who is residing in Iran has a TrustWallet account. He shares the address to receive USDT from his TrustWallet account which you use from your Binance account to transfer USDT. Although you too can have a TrustWallet account for free, I find Binance with more features and convenience.
UPDATE: MAY 2024
While Binance is banned in India, WazirX allows only selective platforms where you can send crypto. I was no more able to send pending payment to a freelancer in Iran as TrustWallet (the Iranian freelancer uses TrustWallet) is not in platform list supported by WazirX. Also tried to open an account on TrustWallet but could not make up despite explicitly not banned apparently in India. The bug in software was perhaps intentional thereby not allowing the process of buying a crypto or transfer.
UPDATE 2: MAY 10, 2024
Checked today and found that Binance now available in India! They are apparently offering lots of freebies and incentives to mark this re-entry.
